Federal legislation has dramatically changed the election process in recent years.
Motor Voter, or the National Voter Registration Act,
mandated mail registration and expanded registration at driver's license facilities.
The Help America Vote Act (HAVA) set down stringent requirements for voting systems
and created the
Election Assistance Commission (EAC), a bipartisan commission that operates the federal government's voting system
certification program and administers a national clearinghouse for election information.
